November 29th 1920, on the subject of the emigration of Chinese from Hongkong to Mexico, I am directed by Earl

Curzon of Kedleston to transmit to you herewith for the

information of Lord Milner, copies of telegrams, as marked in the margin, exchanged between this Office and His Majesty's Representatives at Peking and Mexico. A copy

of Mr. Cummins' despatch No.13 of January 8th,1920, referred to in the telegram from Sir B. Alston, is also enclosed.

2. In view of the considerations advanced by His Majesty's Representatives at Mexico and Peking, Lord Curzon concurs in the opinion expressed by Sir B. Alston that before any application is granted for Chinese emigration from Hongkong to Mexico, the applicants should be required to furnish to the Governor of Hongkong satis- factory proof that such a proposal has the full approval both of the Mexican and of the Chinese Governments.
